NHRA Rules and Regulations... Where are they?

I've been searching all over the internet, including the NHRA website itself, and I cannot find the rules and regulations for building a car to spec. I did find what I am supposed to wear, but nothing about what the car must have.

My wife will tell me I can't find anything when I'm looking for it, even when it's right under my nose and someone is telling me it is, so I may just be search-deficient. Does anyone know the rules as far as what the car has to have, or where I can find the rules?
