Newb lighting question, HID lights?

Not new to DSM's but I've never touched my lighting system because when I got the car I didn't have any issues with the lighting but the older I get the harder it is for me to see at night so I'm starting to wonder about something brighter.

Would HID lighting be a solution for clearer brighter lighting for night time driving?

Also, I don't want to be one of those jerk off's with the annoyingly bright headlights that makes people drive off the road into a ditch because there blinded.

I'm wondering about putting a HID kit into my fog lights and bright lights. Problem is, I have a 91 with sealed beam headlights so I could need some type of head lamp upgrade kit too.

What are my options?

Your best bet would have been to read any of the threads about upgrading lights. However, a set of Hella replacements will be your maximum payoff.
