New water pump doesnt spin like old one

I just got a new water pump and when I spin the pulley it doesn't spin as freely as my old water pump. If I spin the pulley and let go it just stops and the same goes for the 2 pulleys that came in my timing belt kit. How freely should these new pulleys and pump spin?

They're not broken in like your old ones.

Once it's on the engine and 'worn' in it will be fine.

I've never seen a brand new water pump spin without any friction.
