new motor? or rebuild?

ok so i got a 90-91 tsi 5sp and ive been told the motor was a n/t 4g63 that has been turboed. right now it runs but not great. If this isnt a turbo motor what would it take to rebuild it to make it one and about what would it cost or should i just by a JDM "cyclone" motor and swap over the intake manifold off of this car and call it good? For some reason i just think it will cost more rebuild than the 1400 i can get the JDM enigine for and drop rite in with my manifold.
 
The only differences are the pistons(N/T has 9:1, Turbo is 7.8:1), N/T doesn't have oil squirtters under the pistons, the cams are different, and that's about all I could think of offhand..
If it isn't a turbo motor, I hope your running it with low boost.
What do you mean its not running too well? The problem could be completely unrelated.
Either way you could rebuild your engine for less then 1k. Could get a new rebuilt longblock/shortblock for 1100-1400. Or could get a used JDM for the same price..
