went to look at a 1993 eagle talon tsi awd with a blown tcase. swapped the tcase out and took it for a test drive and it drives like a dream, body is virtually rust free. however, the rad fans arent turning on at all. im thinking of just hardwiring them to the battery on a switch for the 4 hour drive home, but if that doesnt work, am i going to have to change the shroud? or is there a more effective way of troubleshooting this?

Swap relays if you can, check the grounds and check to see if the sensor is plugged in. I believe you can just use a jumper on the thermo sensor and see if the fans come on.

Congrats on the new purchase. It could be a simple issue like a blown fuse or a bad relay. You should also check if the coolant temperature sensor is working properly, as it controls when the fans turn on.
Test the fan motors to see if they work independently, this might give you an insight of the type of problem it is.

Not on a 1G. Like shown in Jk's97DSM post the radiator fan is controlled by the thermo sensor in the bottom of the radiator. It grounds the relay coil to turn the fan on. The AC control unit can also do so.
