Need Help With Timing Please!

I blew a Timing belt on my car about 3 months ago Im finally working on it Its a 1g 6 bolt eclipse GST.The head is off the car right now(Thought i Bent a valve since the timg belt broke But i Got lucky and i have nothing bent)My question is I cant Pull the Crank Sprocket off(The Center Bolt) so i want to know if the Outer Crank sprocket Timing Mark and The Inner Crank Sprocket Timing Marks to align the Balance shaft The same spot as The timing mark On the engine to align everything else.

By the way I cannot Bump The starter The starter is not In the car right now and The car is jacked up in the air.
 
Nevermind I got the outer pully off.The marks are the same...I was just curose becuz they same them may be diff in the book...
