Need Help, Turbo Problem???

Alright, So i still have the stock T-25 Turbo on my car. I drive the car maybe once a week. My boost usually hits 16psi then drops to about 14psi. That was when I was driving during the winter. I took my car out yesterday(It was pretty hot out)and my car was only hitting 14psi then dropped off. I dont have a boost controller on, but I dont know if that will affect it. Is my Turbo going bad??? PLEASE HELP!!
 
Do you have an aftermarket boost gauge? If not then the stock one is inaccurate, but it could be due to many things, colder air during winter so more air gets compressed, and you could notice a slight difference in boost, the more likely culprit would be boost creep(unwanted increase in boost because of not being able to bypass enough exhaust), and to best of my recolection the T-25s are internally WGed so this is probably your problem...under higher boost the internal WGs flapper, is pushed open so your boost drops down.
 
Yes I have an aftermarket boost gauge, It doesnt creep, it just doesnt hit 16psi anymore. I also have 3in turboback exhaust with an o2 dump, so i dont think it is restricted.
 
Thanks, Ill take it out again when its colder out and see what happens.
