I was about to do a fuel pump install. I saw people said to remove power from the pump and start the car to relieve pressure. I did that and it ran for one second. Then died. Went to restart one more time and heard a click and nothing.

I plugged the pump back in went to start it and I hear a wierd fluttering sound from the ecu?? Everytime I try to start it. It does nothing like the battery is dead but its fine?? Did I kill the ecu?

Sounds like you have something else foobared. The ECU isn't going to have much control over the seatbelts. If the ECU is somehow shorted out you can try disconnecting it and see if things still go crazy when you turn on the ignition.
