My Car Surges at around 1500-1800 rpms HELP???

Hi Guys
I just been wondering if it is normal for all of the 1gens to start surging around the given rpms when starting cold??? Its pissing me off but if theres anything I can do to fix this matter or atleast make it better then I am up for it, what ever it is. Also I have the urge of eliminating my emissions for good is it safe to this on a stock motor????

I also have the cold start surge, but other than that, you can check on www.dsm.org, there is a great troubleshooting guide for finding out the source of your surge.
