Motor Won't Start After Re-Build

This is for a buddy of mine...

"ong story short I got the car all put together today after 10 months an it will crank over but not run, I check for fuel issues an spark an both are working fine. I have the maft set up correct as well as link so this leaves me to think its something to do with the cas, I removed the cas checked to see if it was put in correctly an it was so I borrowed a buddys black top cas an still same issue then that made me think to check the cas for power goin to it an I didnt get a power reading from it, So douse this mean its a problem with the ecu or bad fuse ext ext? when im cranken the motor it acts like the plug wires are backwards.

"well its still a 7bolt but I did the 1g cas/cam sensor mod so that would make me need to change the firen order like I did, but I've worked on dsm's that would do the same issue like im haven do to with a bad/ put in wrong cam/cas sensor so this leaves me checken to see why that sensor is not getting power."

Have you verified base timing and engine timing?

He's running a 1g cas, if wired correctly it eliminates the crank sensor. If he is getting spark and fuel. My first guess would be timing or firing order. You wouldn't get fuel or spark if the cas was not working properly. The CAS could be 180* out though, I think you said he checked that already though.
