Depends on which tune. Some old Herb Alpert probably won't get you too far, but a nice melody by Jurassic5 might go a long way :p Seriously though, the search button turned up 91 responses to 'max boost' when I entered it. There has got to be some useful info in there for you.

If you do search you'll find that the ubiquitous answer is 'every car is different', so you'll need to log timing, rpms, and airflow, and keep an eye on your wideband, to get a real answer that you car is going to live through. If you have those tuning tools, then you might be safe with 17psi on the stock pump, no boost leaks, and some good luck. If you don't have those things, don't run more than about 15psi or you may have issues. Not saying you'll break things, but you might.

In order to directly answer your question would mean to do what we call bench racing ...and it's somewhat frowned upon on this site.

The only way to know what you can accomplish is to attempt it. Do plenty of research, buy a datalogger, a wideband and something to tune with and then dig in.

Personally, I'd use larger injectors, get a better pump and a nice boost referencing adjustable regulator with a 1:1 rate, but I prefer to go for a gross overkill when it comes to fuel supply. I'd rather the limiting factor be the turbo or my tuning ability instead of having to dial down the boost because my injectors or pump are maxing out.

The T28 is pretty close to a 16G, most guys running 16Gs use at least 550cc injectors (the Evo 560's you mentioned are actually more like 580-600) when on low quality pump gas that knock-limits the boost they can run. The guys with the low time slips on 16G/T28 sized turbos are almost all using 650cc or larger and at least 190lph pumps. The stock pump will most likely become a problem before the Evo injectors will. The guys that are using smaller injectors generally use methanol/water injection in addition.

With a T28, 560cc injectors and a 190lph, I'd shoot for a goal of about 22psi, 18-22 degrees advance and ~11.0 AFR out the top and let the datalogs tell me how much further I can go -or how much I need to lower boost.

Don't forget to get all the maintenance caught up on the car before you start. The better shape the car is in when you start, the easier it will be to track down any problems that may arise.
 
I'm running the FP Big T-28 turbo with 550's and a 255lph fuel pump. Running on 21lbs. However all cars are different. The turbo itslef will only produce 25lbs (Per FP). Again, it depends on the car. Who's tuning the car?
 
Actually, the T28 will produce about 27 psi in the midrange, though I'm not gonna say it felt all that good doing it. 25 psi in the midrange dropping off to around 21 at redline is typical with cams and the whatnot and that is where it will max out.
