massive power loss on n/a to turbo swap

so i sold my n/a 93 eclipse to a buddy of mine, the car started knocking really bad, and the only motor we could find was a turbo, he just so happend to have alot of the turbo swap parts laying around anyways, moral of the story is that we put a 90 ecu in with a 92-94 wire harness, i cut and spliced wires 6 and 14, i am pretty sure we have everything hooked up, the tach isn't working, the waste gate silenoid, and the fuel pressure silenoid hooked up, the car has no balls, at all its boosting about 7 psi, but it wont even get above 15mph in 1st, it moves under its own power but thats about it, im thinking maybe a crossed wire or something but i really dont know.
