massive loss in power with over 7 lbs boost

Just built bottom end of engine changed compression to 9.0:1 for the first 100 or so miles of the engine the engine ran excellent. If I accidently gave it boost it worked just fine even though I wasn't supposed to boost at all while breaking it in. anyways. after about 100 or so miles I was boosting a little bit to get around a bigrig and then there was this odd fluttering sound and massive loss in power that went away after I got under 7 lbs of boost. from that point on it does that fluttering sound and loss of power whenever I go over 7 lbs. checked all vac. hoses all seem fine and are attached. the engine light isn't on. the spark plugs are a dark red (which I think means its running rich). Please Help, I cant figure it out.
 
forgot to mention that when all this started to occure, my engine started having a hard time starting and idles a bit more rough

Ok, I figured out why it was losing power and making the fluttering noise. I ended up changing the sparkplugs and wires and it stopped making the noise and I gained my power back, but the engine still shakes more than it did when I first installed the engine, not that much more. hopefully thats nothing.

Basically I believe that the engine was and is running way too rich and that caused the plugs to become fouled. anyone have any idea how I can fix that?? maybe something to change the air fuel ratio or something??
