low circuit voltage bank 1 sensor 2 non foulers not working

i just got the code for low circuit voltage bank 1 sensor 2, I have no cat but using the non fouler's to move the o2 sensor away from exhaust but now seems like it isnt working. On my torque app it is showing front o2 having voltage it jumps around and the rear is on 0 doesn't move. I need some advice it seems like this is robbing power from my car.

does anyone not know the value of volts the post cat o2 is supposed to be?

well this weekend, I took the non fouler out and put the o2 in with out them and im getting a reading now im guessing it was too far out of the stream.
