Low boost in First and Second

I try not to be hard on my car, but ive noticed in First and even second gear my car will only boost like 10 psi and WOT. Then will boost 15 psi in the rest. I have a Turbo XS controler that ive set to what "i think" is 15 psi. Does anyone have any ideas?? Also a small side track ive notice and WOT it cuts out every second or two. Not a huge fuel cut but like a small break in power. Any ideas questions or answers would help imensly. Thanks

A WOT pull in 3rd and/or 4th will be your set boost level. That's normal to run lower boost in 1st, but not really 2nd. I've always had whatever boost level I set be present in 2nd.

The sputtering could be fuel-cut from boost leaks, clogged fuel-filter, plugs, wires, ect. It's the basics, man.
 
so its normal for my stock one as well? i have a 91 stock 1g and first reads 5-6 psi on my new gauge, then second and up reads 7-8psi. and sometimes if the car is a little cooler it stumbles a little after 6k rpm
 
That boost controller doesnt hold right neither. Try to get a hallman pro and then see. Either way even if its not the boost controller you shouldnt keep that one they arent reliable.
