Well the top end looks fine, both the cam pins are on the top. And the notches are facing each other. If you are worried about your timing being off you need to take off the whole timing cover and look at the alignment marks down by the crank.
 
I know they are inline with the crank, the tops just seem to be of by like half a tooth, and the more I look at the more I get paranoid. The motor turns over with no resistance, if it was off would there be resistance?
 
So how do you know that the crank and oil pump are lined up?

Something is deffinitely off whether its the crank or the cams can not be determined until you pull the lower cover and line it all up.

The motor will not have resistance if its only off by half a tooth. Judging by the pic provided you are probably experiencing poor vacuum due to the exhaust cam being retard a bit.
 
I can have that cover off in twenty minutes, so I will get to it.

I know the crank is inline with the intake cam, I was just unsure about the exhaust cam since it was the last one lined up.
 
The crank does not line up with the intake cam, I think you are confused. Pull the cover and then look at these pics so you know what timing marks you need to be looking at.

Yeah, there's no way you could be off 1 tooth with the cam gears like that. There would be a noticable difference if you were 1 tooth off. It looks to me that the head might have been milled slighly. Before I had my head rebuilt and the surface shaved, I could put a pin straight through the two marks, now it's a tad off like yours. No biggie.
