keep popping 30a blower fan fuse

So all of a sudden my blower fan stopped working on the way home. I took the fan out, tested it, its good. I tried swapping out relays just above the inside fuse box. No change. I took out the hvac controls and cleaned off the contacts, no change. On the lowest setting, the fan might barely spin or not at all. On the second setting it barely spins, on the third setting it goes a tiny bit faster. On the 4th setting it pops the fuse. Having no ac in a black car with black leather is about as ### as a Clay Aiken groupie so if you have any suggestions I'm all ears, or eyes seeing that it's a forum.

i also replaced the resistor behind the glovebox, held in by 2 screws. The resistor was cracked. Still popped the fuse.
 
Just pulling blower & testing is not enough, need to know it's initial start up & running amperage.
By the sound of it spinning slow on slow speeds & overloading the fuse on high, more than likely it's the fan motor.
 
It was the fan motor. Apparently there's a resistor in the fan motor that is bypassed when a full 12 volts are applied so hot wiring it to the battery to test it bypassed the problem.
