Just pulled my PCM (ecu) on a 95 talon auto

When I opened my pcm I was surprised to see a gel like layer layed over the cirquits. All I see with the cover off is a wet looking gel. Do I need to remove this to inspect it? Or do I need to dismantle it in another way? I really confused, any info is appreciated!

I would say that your ECU caps have probably leaked on the board. If this is the case, you've gotta replace the capacitors for one, which is cheap if you know how to solder. Check this out: http://www.tmo.com/howto/ecu1g/caps.htm
I realize its for a 1g, but it may give you the right idea if its the problem.

It isn't a leaking cap (rarely happens on 2g ECUs). That gel prevents particles from interfering with the circuits.
