I had it shipped, I live in SLC UT and he lives in Baltimore, my bad I guess for trusting his word. Took it to a machine shop this morning and the guy doesnt think its bad enough that it cant be honed out. Crossing my fingers!!
 
I would be wary of just honing it out, that will increase the PTW, and like you said you can feel with your fingernail, I would have to guess that would be .003-.006 deep

Just how much PTW are you willing to run?
 
That sucks hardcore man, I was also jipped out of $500 for a 6bolt swap I bought locally. Owner said he only "idled" the motor for 10 minutes after it was rebuilt. Everything looked great, cylinder walls were clean, pistons looked brand new. A few days later after I installed it myself, I hear a loud ass knock coming from cyl #2.

I knew I shouldn't have bought it because who goes through all the trouble of pulling a good motor out of the car instead of just selling the car whole. It didn't make sense but I trusted his word.

Moral of the story, DON'T TRUST ANYONE, unless it's a part you can visually inspect carefully.
 
He said it was a place called Swanners machine. Bogus I am not really sure on the PTW I am a def newb when it comes to engine lingo. I know its piston to wall clearance but not sure how much is too much. I took it to a highly recommended machine shop here in salt lake city so I hope they know what there doing!!
 
Well my local machine shop called me back today, they said the scratch was actually pretty minor and had I known if it was there before the engine was built he said he would have just run it. He pulled it all apart and said all the parts do look new and everything looked ok, and suspects the first engine builder put it together with that scratch there. I am pretty happy with the news!
 
I have seen worse. It looks repairable. It looks like rings were not filed or installed correctly. It is somewhere in the top ring area since the scratch is up that high. Might be a big piece trash that got caught in between the piston. You can get this when people don't clean their intercooler pipe, intake manifold, or head correctly. If the block is hone square to the main bore then you will be okay with a hone and a set of rings.

Check the piston to cylinder wall clearance. If you have something between .003-.004", just hone the block over to .005". I run an extreme of .007" PW clearance and motor is still kicking ass since 2006 with plenty of abuse. Very faint bit of slap when cold but nice and quiet when warm up to about 150 degree. Compression test it 3 weeks ago and it still getting 245psi of compression too.

Get one of the guys above that has a shop to help you out. They seem very knowledgeable about 4g63.
