just bought a 95 talon only boost at 7psi

just bought a 2g talon in 2 days ago, since the seller said that it had a rebuit engine also compression tested 180psi. when i buy the car my friend tested the car for me. today when i got the car back i found out the boost gauge shows the max boost and the car is 8psi! since i know a little bit on the cars so i found out the vaccum line connected to a xs power mbc but it didnt go to the wastegate!(they used a screw blocked the hoses only). i took off the mbc and bought a new hose then put the vaccum line to the wastegate which is the stock setting. after i put everything back it shows 7 psi only. when the car is vacum with mbc is 30 and after i put back to stock shows 10psi on the boost gauge. the car is really slow, i really dont know what happens on the car, anyone can help me? i am in scal area, i can pay someone to help me check my car out!
i did some research that i found i might have a boost leak, so i took off the type s bov replica and put a evo 9 stock on it which i think it should be ok. also i am thinking i might got a 1g turbo? here is the pictures of my turbo anybody can tell me what turbo i got?

That would be the stock t-25 unless the previous owner upgraded to a t-28.

Im not sure...but check and see if the wastegate actuator is frozen.

how do i know if i have a bad wastegate? just rev it to see if it moves?
