JB Weld the BOV?

I removed my BOV to see inside the housing (the part the soft IC pipe connects to) It had a white film on it, do I need to use a jb weld when I put it back on?
 
You'd never need to JB Weld a BOV back together under any normal circumstances.

If you are going to put anything on it make it a thin film of rtv or regular gasket sealer. I never use either on my pipes., just on radiator hoses.
 
The thin layer of RTV is all it needed. You should look into getting either a 1g BOV or another one. The 2g leaks like crazy.
