If I was to run -8AN fuel lines from the tank to the rail and run -6AN (smaller lines) back into the tank, would that mean that the fuel rail will always be full of fuel cuz of the smaller return lines?

No, the return line has nothing to do with it. The way to solve this running lean on #1 cylinder issue during high HP application is to upgrade your entire fuel feed line from the pump to the rail. http://www.stevetek.com/R-FuelSys.html In any case, -6AN will be more than enough.
 
If you use an AFPR, probably not since even with the stock fuel lines it bleeds the pressure down within 10 minutes of the engine being shut off.
