Im on a budget and decided to resurface using sand paper. The problem is when I shine a flashlight I can see very little indents across the surface. Is this bad or is it ok? I would keep sanding but I'm afraid of over sanding.

Did you sand it by moving the sandpaper with your hand, or did you have the sandpaper glued down to a piece of glass or something to ensure flatness, and move the head over the sandpaper?
I used very fine grit with a hand sander, but I didn't really sand much because I dont know when is enough sanding.
 
As long as the fire ring area isn't molested a composite gasket should help conform to a less than perfect finish for the rest of the head to block sealing surface.
Personally I would have never used a power sander of any sort on an aluminum head.
It's really not expensive to get a head surface and will make sure the surface is true for the best seal possible.
