if im moving real slow or not at all and i turn the wheel like half way to the left or right it makes A horrible squeeling noice. is this because i need a new power steering belt? if so, is it hard to put a new one on? Im putting a new cv axel on soon so i thought i would do it at the same time if this was the problem.

Check the tension on your power steering belt and alternator belt. If either are loose tighten them. If that doesn't solve the problem try some belt conditioner. If that fails check the condition of your harmonic dampener/balancer.

The powersteering belt isn't that difficult to replace, you'll need to remove the Alt belt, tools req'd 12mm 1/4" drive socket and rachet, then a 14mm socket to loosen the powersteering pump. The bolts are inside the holes in the pulley. There is also 1 bolt on the back side of the PS pump. That is all you should need, I'd replace all the belts at once since they are stacked on the engine. The CV axle is a bigger project, but sitll very doable. Good luck.

On my 2G there are 2 bolts on the tranny side of the PS pump. Also remember to rotate the pulley clockwise when aligning the pulley holes with the mountning bolts. Use a pry bar between pump and block to get proper tension on belt before tightening everything back up.
