Hi,
I just built my 420a and i was driving it and everything was awesome and all of a sudden the starter didnt work at all. The starter isn't turning over at all and its not seized up. So i took my relays off and they had this like vasoline substance in them and i was wondering if its supposed to be like that and how i can check if they still work. I uploaded two pictures. one of the actual relays and one of the plugs. the plugs show off the vasoline stuff more.

All of them have it. Even if those relays where bad it wouldn't affect your starter, your problem is probably elsewhere.
