Idle surge when lower power draw

In attempt to stop my idle surge, I checked for boost leaks, checking connections, and now replacing my exhaust tomorrow on my new 1G.

Now, heres the odd part that I cant figure out. While sitting at a light with the blower motor going, headlights on and music playing, my idle was rock solid. When I pulled into my driveway and shut off my lights, the idle surge came back. Turn on the headlights, and slowly it stops again.

Any ideas as to what is causing this? If the surge was under power draw it would make more sense, but in this case, I'm stumped!
