when i start my car it idles high around 1900RPM's. and then when it warms up it starts surging from 1900 RPM's to about 2300 RPM's. my check engine light is on so im wondering if its throwing me a catless code or an EGR code. and before i bought the car the guy who i purchased the car from told me the CEL was because of the EGR. does this sound logical and if so is it safe to drive? suggestions?

Safe to drive, probably. Annoying as hell, definitely.
Get the code read so you can figure out what the ECU is trying to tell you. If you have surge at idle, you might notice some jerkiness at deceleration also. Most people will tell you that surge is created by excess air bypassing the throttle plate (excess meaning unread by MAF). They are right. If the vacuum lines on the EGR-throttle body are crossed, that will also merit a surging issue.
