Idle surge at 1500 rmp

I have a 98 eclipse and it has bad idle i switched the wires and spark plugs and didnt help. the rpm's surge at drive around 1500 rpms. it does not turn off or anything I also noticed that when I turn the car off it kind of seems to turn off a second or two after I turn the key it sounds like it is still burning fuel that was left over but a sort of chocking sound comes from it. I have changed the fuel pump checked for air leaks and nothing any ideas??

All i did was diconnect my EGR valve and it worked

If your not concerned about emissions, just get a block off plate for your EGR. A faulty EGR can allow a funky air fuel ratio at times. If your concerned about emissions. You can install a thin block off plate (soda can, or thin aluminum/titanium plate)between valve and throttle body. I work at a air craft repair facility and have access to some thin titanium or aluminum. For the hoses, if your concerned about emissions leave them attached but at the EGR valve insert some golf ball tees (break off) or RTV and put hose back on. If you don't care about emission you can cap off the lines at the throttle body and leave the ports open on valve.

Also if you want you can get a used EGR valve or clean the one you have. Get some cleaner and remove valve and remove the carbon build up on valve being careful of not damaging anything.
