Idle Surge and BOV open at idle

i have a freshly rebuilt non turbo throttle body from Steve at Throttlebodies.com with a FIAV blockoff plate and im getting idle surge pretty bad all of a sudden now. Since i dont have the ISC or FIAV, what else could be a cure for this?
Also when the car is at idle my Tial BOV is about 1/4 of the way open, why would it be open at idle?
 
A BOV opens with vacuum, an idling engine is running in vacuum thus opening the valve some. With the surge, check for any boost/vacuum leaks. Anything from a cracked PCV hose to a rotted lower injector seal will cause the engine to rev up then kill at it's 1500 rpm threshold.
 
it was just the idle switch was adjusted down to far which had the throttle plate open to much causing the idle surge. once i adjusted it out more it stopped
