Idle, and Driving issue

I can't find another thread that matches the issues I am having. My car idles at 3000 at first starts, warm or cold, then drops to about 700 and jumps back up to 1500, warm or cold there is no change. When accelerating the car pulls great. When I let off the idle stays high (between 3000 and 4000) for about 3 seconds, then drops back down. Does this sound vaccum or boost releated? Or is it an ECU thing? Would doing the FIAV blockoff be my best bet?

try to adjust your biss screw and do a boost/vacuum leak test and see if that helps

Whats up with the rubber gasket? Why does it seem too big?

Ok, I got it back together, worked fine for a few min, then started surging a little bit. So I am guessing leak test now?

Do a boost leak test paying close attention to the BISS. I guess you have no ISC now too right? like did you block off the entire lower TB with plate or just JB the FAIV?

I just blocked off number 3
