2G iac at idle to hight

So I've tried everything to to bring it down.
The Ian on link its currently at 89 at idle and tried everything to bring it back down.
I've rebuilt the whole throttle body. I've done a boost leak test. now the iac when I pulled it off its
not turns a little bit but not much. I've check the ecu, and don't see any burn mark.
What could it be ? the car didn't idle surge till today. so not sure what happen. also the iac has a bypass plate so no coolant goes into the throttly body
 
Have you tested the ISC (IAC)?
