I think my ECU has bit the dust?

So it all started a few weeks ago in the extreme cold, negative temperatures ect. my car wouldnt start right away, I'd have to turn the ignition a couple times before it would start but would run Ok from then on, it got a little worse so I replaced the starter and it still did the same thing.. then today I went to start it and it would kind of try to start but die just as fast, the tach would jump all over and I'd hear the starter relay are the ECU "clicking" on and off. A few other thing's I noticed after the battery (Optima redtop) became a little more discharged is that my coolant level lamp/brake lamp and alt. charging lamp were all on after I turn the ignition off and pull the key out... Is this indicative of the ECU going bad generally?

****Took the ECU out and my precious eprom ended up being toasted from the caps leaking down****.. New ECU cured the problem.

Just realized I accidently broke a wire to my ECT temp sensor while replacing the starter, after I did that I *finally* got it to start but it is still having troubles like before..
