How do you know if an engine has been rebuilt?

I have owned 4 4G63's. I am looking at another one that says it has the following engine mods:
14K on build 92 6 bolt
Wiesco 9.0:1 pistons
Wiesco rings
Eagle rods
Arp headstuds
Arp Rod bolts
Ported head
Ported & polished intake
Balancing shafts removed

I am wondering how I could test to see if this work has been done without major teardown? What would I look for in a compression test? Any other things to look for?

As you can see I am not that thoughtless, I want mechanical proof. The paperwork could come from another car. Who knows!?

Would compression come back around 170-180 with a 9:1 comp ratio or am i all wrong?
 
The compression numbers can vary due to many different factors, I would bite the bullet and pull the oil pan.
 
What things should I look at in the oil pan? I should be able to see that the balance shaft is removed; although this could have been done without an engine rebuild. I need some verifications. Maybe I should jsut tell him that I can't confirm the motor is built so I am not going to pay as if it was built. WHats the worse that could happen; not getting the car...big deal. DSM's are not impossible to come by.

Definetly.

It's the only way to be 100%.


Added bit: as you said, the balance shafts can be removed while the engine is still intact so that doesn't help you unfortunately.

You can check the bottom of the pistons for serial numbers.
