How do I unbolt the middle exhaust hanger?

I took out the old (rusty) exhaust, and put on a downpipe and a catback from japanimportshop. They included a new bracket for the middle hanger (since the post is on the opposite side from the stock exhaust).

I got everything mostly together, but I can't unbolt the stock hanger. The bolts are rusted solid, but that's not the problem - they just keep turning. I'm guessing that these bolts aren't tapped into the body at all, and the tops are just spinning free.

How do I unbolt these? How do I get access to the top of these bolts? I tried to search for this, but nothing came up (and I'm not sure what I would call this).

I just did this install four days ago the bolts are on studs connected to the body. PB blaster the nuts and let them sit for a little while. I'm pretty sure its a 14 or 15mm. I used a half inch drive socket, 8 inch extension and an 18" breaker bar no problems what so ever.

I can give it another try, but I don't think this is going to work. I don't have trouble turning the nuts - it's just that they keep turning forever without working free. The bolt/stud itself is moving. Does anyone know what they're attached to on top?
