I know it's a weird-ass question, but what is the easiest, fastest way to eliminate as much boost as possible? Such as... forcing the wastegate to stay fully open. I'm looking for directions...

I believe this was discussed by RRE I THINK, eitherway. They needed it incase you blow a hole through your intercooler piping. The way they did it was, keep the wastegate open by removing the cotter pin, and tape up the hole in the I/C piping. I think i'm just throwing shit out my ass... whatever...
Then I forget what they did about the unmetered air...? anyone wanna fill in the blanks?
 
You could also run a vacuum hose from the pressure source straight to the wastegate actuator and completely bypass a boost controller. This isn't as effective as the method mentioned above since the turbo has to spool first in order to open the wastegate, but it is an alternative.
 
Pull the cotter pin out of the wastegate arm, and take the arm off. This is the best you can get without major modifications. On my car which is all stock with a 14 I still get 1-2psi at 6500..hope that helps!

Simply taking the cotter pin out and disconnecting the wastegate actuator will leave the wastegate closed, which is the opposite of what I want.

Or does the wastegate itself just flap around without the actuator to control it?
 
Well, the car is flappy now. Although it doesn't exactly flap around, I would still like to tie a wire around it to hold it open. I'm still getting a little positive pressure, but nothing to worry about.
Next up, fixing the BOV so it's NOT venting to the atmosphere.
Then the little issue with clutch slip...
It's just too damn cold out right now.
