Horn will not work, missing theft alarm relay

I have a 1990 TSI AWD with the factory alarm installed, The problem is I installed an aftermarket steering wheel my horn will not work. I have tried everything from checking fuses to checking for shorts. I looked through my Factory service manual and noticed I have this alarm installed, i also noticed the relay is missing. Is this what's keeping my horn from not working or is the horn on another circuit? Is it possible to rewire the horn to make it work without the alarm? I have searched all night for this relay and it's basically impossible. Any help is greatly appreciated. I need my horn to pass inspection. Thanks
 
Well, I got a spare relay from a parts car and plugged it in, now my horn works great. I'm assumming if you have the factory alarm installed, you will need the relay to make your horn work.
