HID Xenon flickering problems. Ballast or the bulbs?

I have used xenon kit't for 6 months now with no problems until last week.

The light is flickering, exactly like this YouTube - HID Problem 1

it flickering 2-3 times per second.

Whats the problem?
Should i buy new bulbs or ballast?

in this order;
check wiring
replace balast
bulb is good....
