I've searched many places and found nothing near my issue. I have a 95 GSX 5spd with a 6 bolt swap. I recently pulled the motor for new seals, clutch, new head, and maintenance parts etc. in the process, the wires got ripped out of my 90 style CAS and i did not notice before trying to start the car, that meaning the 12v supply was in contact directly with the two signal wires from the CAS. I wired in a 92 style CAS and checked connections. the car starts and runs, it idles extremely rough, vacuum is low (aprox. 12in.). with the stock ecu the car was sputtering and running horribly. I checked all wires, fuses and connections and when I felt it was safe installed my new ecu with dsmlink v3 and set it up with my aem wideband on rear o2, the clutch cut wire on the correct pin, stock 2g maf and stock injectors. car starts up and idles better than before but as if it has 280 cams but theyre still stock cams. it will rev slower than before this issue, when i just go WOT in neutral it will hit 3k and drop back to 2500 then back to 3000 and so on, while sputtering and popping very bad. if i go easier on the throttle, it will rev and act like it has antilag at 4500 rpm but will make no boost. when driving the car it will do all the same and still make no boost.
what I have done:
new 92 CAS known to be good
good plugs gaped to .028
new coil pack
new ignition transistor/ICM
boost leak test to 15psi(only leak is small at throttle body shaft seals)
Timing is dead on
base timing is at 5*
also today for the first time, the mfi relay clicked on and off a few times while the car was running, once it clicked off long enough to kill the car. i will have the youtube link of the car on here in a few. im going to send the ecu to ecmlink tonight as well to have it checked. (mods list should be current i will update if needed)

sounds something very similar to what i had a few weeks ago, do a compression test and since u have low vacuum recheck your timing and crank marks, mine had two bent valves, and also move the intake, maf, and maf wiring and any other wires around the fuse box/maf, it stopped my sputtering problem, i think i had loose wires or something and bam it went away
