Help with warped bumper

At the bottom right corner of my bumper a peice of the bumper looks warped and waves up a little. What would be the best adhesive to put in between to try to make it flat. A body shop said stick a peice of would in there because if I just try to glue the part of the bumper to the other half it will just pull it up with it. Or if anyone has any other ideas let me know.

take a heat gun to the area and it would be a 2 minute fix, maybe 5 minutes if you are extra careful. my guess is the rest is just a bit out because of that, it would all pop into place.
 
the problem you have isnt the bumper its the fmic.. you need to trim that down so that it sits nicely aginst the fmic.. assumeing that is your car.. mine did the same thing until i just shaved a little i bit off that lip and now its perfecto.
 
Yeah that is my car and I already trimed the bumper and its not touching the fmic. I dont have a heat gun. What kind of heat gun would work for that?
