Help: Turbo Problems

My boost is set at 12 psi, I boosted my car and it only hit at 4 psi. There is a loud whistling sound when it goes to boost, but it gives no power to accelerate. Now it's boosting at 12 psi but there is no power in the accelaration and the whistling sound is still there. Any help or input would be great.

Check your wastegate for proper functionality.

Also, check the vacuum lines on the wastegate.

Check for exhaust leaks (manifold, wastegate port, etc)
Check for boost leaks
Check if your wastegate is working
Check for shaftplay
Check compression

The whistle is most likely a boost leak and in addition to these check the J-pipe to compressor gasket, make sure you have one (some don't) and replace it if needed otherwise put a little bit of gasket seal on it and put it back.
