Help identifying an unusual sound...

Last night i began to notice an unusual sound my car was making which i originally thought was just my power steering being noisey in the cold weather, but i noticed it again today a few times its kind of consistant. Sounds like a buzzing "wir" type sound that is noticable between 1,200rpm - 2,300rpm range. Almost sounds like something rubbing but beyond that rpm range or below it at 800ish idle you dont hear it. What could this be
 
Loose timing belt flapping and or the tensioner arm striking the tensioner body from a loose out of adjustment timing belt
 
Also, just to be safe, check your turbo for shaft play or the compressor wheel rubbing the inside of the compressor housing inlet.
 
While you have your turbo out, check to see if the heat shield on the exhaust side is loose.
 
Check the power steering ect. belts. Mine are noisy when it's cold out until they warm up.

You don't really need to take the turbo out to check for shaft play; taking off the intake hose and wiggling the compressor wheel with the turbo on the car usually suffices.
