help! how do i fix this lifter?

I'm installting a new set of top line lifters and I'm referencing the vfaq, however I ran into a problem. It seems like the spring inside the lifter isn't pushing back out and the lifter head just freely moves.

I've tried re-priming it and nothing works. I've tried playing with it to see if the spring will re-enagage.

I don't know how to alleviate the issue, any input would be great so I can finish this job.

Sounds like a bad lifter to me. I've seen 4g64 lifters do the same thing once timing jumps and the valve stem crushes the lifter to the breaking point.
 
Then it must have been bad right out of the box. I would contact the seller and let them know of your issues, I certainly wouldn't install a lifter that can't pump itself up.
