Help.. Can't seem to adjust headlight

Hey, guys/gals!


I've been trying every darn thing to adjust the aiming on my headlights, and used my phillips screw driver turning the low bean gear both ways does not seem to do anything..


read another post about making sure its bolted down, bulbs are seated in there as best as possible.. but still nothing.. Can it be my lamp adjusters are broken?

Has your car ever been in a front end accident? I know when I bought my car and i noticed that my lights were to high, then I looked at my radiator frame and that was bent which caused my lights to shoot up.
