Headlamp fuse causing low voltage

I am having a issue with a battery drain. With the headlamp phares fuse unpugged it will be at 14v at almost all times. With the fuse in it will drop to sometimes as low as 12v. My question is does the headlamp fuse wire run to the alternator and is it ok to leave the fuse pulled. I have my headlamps run on a seperate switch so I don't need the fuse for that. Also if it is ok to leave the fuse pulled is there anyway to get the brake and battery lights from coming on on the dash? Also I've checked the wire for any visible cuts/shorts and couldn't find any. And alternator is fairly new. Thanks
 
I have the same problem, have rewired from alternator to the fuse box, changed fuses and relays. Have swapped light out an nothing seemed to work!! Its like every now an then it just stops working LOL
