having cold start problems, FIAV?

hey guys i have been having some bad cold start problems with my 90 awd TSi. If i would wake up before work and go to start my car and there is frost on it, she would not want to start at all. and when i cover my car to keep the temp up, i have to flutter my gas pedal alot before i could even get a start. and the idle would be quite rough but eventually get better and once it warms up, it drives perfectly fine. any suggestions? my friend matt98eclipse said its most likely my FIAV. and he suggested that i just get a block off plate?

i had the same problem this past winter in upstate new york with mine LOL.

i changed my oil type, i forgot what i changed it to. but i did that cat was plugged so i fixed that and it was good from there on.
 
I was having a rough idle and I put on the FIAV delete plate, and my car idles pretty good now, but my problem could have been the FIAV or the ISC.. either way the plate is a pretty good idea, and you just adjust your idle with the idle or BISS screw, pretty easy. You can get the plate on Ebay for under $15, and the guy ships really fast too.
