i have a 98 eclipse gs with the 2.0 non turbo. been reading some manuals some say a tooth back some say spot on. which one should i do?

When putting the belt on you put the crank sproket half a tooth before tdc. Once the belt is on with the cam sprokets aligned, you rotate the crank clockwise half tooth so that the crank sproket is at tdc. This takes up any slack in the belt. Once this is done you will set the hydraulic tensioner.
