This is my theory I do not know if this is possible or not!
Tonys theory: when you turn on a car the fuel pump comes on for just a second to pressurize the fuel pump before you start the car. Maybe there is a pressure sensor that tells the fuel pump to stop pumping when optimum fuel pressure is reached. If this is so maybe the circuit that tells the car to reach optimum fuel pressure before starting is stuck on all the time maybe from a frozen relay.

Maybe over time the fuel leaks past what ever seal keeps it from getting back to the tank when the sensor notices the low pressure it kicks on the fuel pump.
