hallman mbc i think its not working

so i have a hallman mbc and today i decided to adjust it since i installed it but left it all the way closed or to the - side now this is suppose to run the turbo on stock wg psi from what i understand the problem is i get too much boost creep. so after turning it a little to try and set my psi at 10 i noticed it didnt do anything still creeped to 20 psi so is this a bad mbc or is my small 16g wg flapper maybe not closing all the way?also does the mbc have to be positioned in any certain way?its not upside down but not perfectly in a up right position.
 
Pretty easy way to tell, take the vacuum line off the MBC comming from the wastegate and hook it directly to either the jpipe if you have the nipple on yours, or any other vacuum source. Stock pressure should be 9-11 psi. If it holds solid then its a MBC problem, if it creeps then you will know its not the MBC.

If it does creep vfaq and searching here will give you a bunch of diffrent ways to deal with the boost creep.
