got boost but starts spooling at 4k

Alright I finally got boost had a big leak at the UICP. Now The turbo starts making boost too late and it seems like it sort of sputters going into the 5k range. Could it be boost leaks?

If you're sputtering, then you need to check your spark plugs. NGK BPR6ES or BPR7ES(modified car) gapped at .028-.03

If you're building boost late you could have another boost leak still or the wastegate might be holding the flapper arm open. Put some washers on the bracket to seal the flapper shut.

lazy wastegate or maybe even a busted cotter pin on it.

Fix all boost leaks first.
If still a problem then look to other areas (wastgate, base timing, cam timing)
