GM Translator not working, need some ideas

I have been having problems with my car starting. I thought it had to do with me blocking off my ISC and FIAV, but I took the cover off of my GM MAS Translator and the book says when the car is turned on the 2 LEDs in there should turn on for a second. I can't get them to do anything. Any suggestions?
 
When the vehicle is Keyed-On, the 2 LEDs in the Translator will turn on for about 1 sec then go back off. The green and red led lights should remain off while idling, however if in the "rpm" mode the green led will light up if the rpms are at 1000 or above. Are the lights not coming on while the engine is running or during that period when the key is in the on position when they are supposed to turn on for a second then turn off? double check all your connections ( the translator to maf plug, and the plug on the gm maf plug).
 
Also the Red LED will blink when any of the translator knobs are adjusted to indicate the unit accepted the adjustment. Does it blink if you make any adjustments to the knobs?
 
I have everything zeroed out right now. I will turn on the key and try to adjust the knobs to see if the red light will blink. All my connections are good.

Yes I meant that the 2 LEDs are not coming on for a second when I turn the key on.

My car will not run right now so I am not sure about the rpm mode.
 
What is your base knob setting, does it go along with the injector size you are using? Also which size maf do you have the 3in or the 3.5in remember, if you have the 2.xx+ translator its dip switch #1 off(down) for 3in, and up (on) for 3.5in maf. dip switch #3 up(on) to enable startup enrichment or leave it off(down) and switch 4 off is for running in the maf mode, and on for rpm mode. Again you may know all this and have it setup correctly im just checking to make sure, keep us updated.
